The company has accumulated over £16 billion in debts through substantial dividend payments to shareholders while taking out loans, and from June 2023 was repeatedly said to be close to financial collapse. A £3bn emergency bailout was agreed in March 2025, giving Thames more time to repair its finances, but in June 2025 the government stepped up preparations for temporary nationalisation of the company. In February 2026, Thames Water's creditors agreed to start a process to lend the company a further £823 million, as it continued to work on a long-term plan to secure financial survival.
Thames Water faces severe financial distress with £20 billion in total debt and reliance on continuous creditor bailouts. In October 2025, Thames Water was told by Ofwat to refund £75.2m to customers for poor performance, and the Environment Agency gave England's water companies their worst ever annual ratings for environmental performance, with Thames given the lowest, one-star rating. Operational execution and environmental compliance remain critical pain points.
